be allowed to trans-ship the goods so long as they are not

consigned to persons on the Statutory List, and if Mr.Long

sees no objection, Mr. Balfour will be glad if in the cable

enquiring into the matter, instructions could be given to

Hong Kong to allow their subjects to handle the goods.
